Overview

The Healthcare Contract Manager is responsible for the development, negotiation, management, and compliance oversight of contracts within our behavioral health organization. This role assists the agency in negotiating primary contracts with third party payers such as Blue Cross, MODA, etc. Monitors contract deliverables for the agency and its subcontractors to ensure they are met timely. This role works with the agency subcontractor network to ensure compliance with contracts. Ensures legal requirements and regulatory standards are met in contracting. Tracks and monitors due dates, renewals, etc. Must have a strong understanding of healthcare laws and contracting principles, and have negotiated third party contracts.

Responsibilities

Drafts, reviews, and negotiates fee schedules and contracts. Manages contracts including provider agreements, payer contracts, business associate agreements (BAAs), and managed care contracts.

Reviews network adequacy and assists in recruiting new subcontractors to meet regulations.

Ensures compliance with federal and state healthcare laws, including HIPAA, Stark Law, Anti-Kickback Statute, and other applicable regulations.

Serves as liaison between Options executive team and external parties during contract negotiations and execution.

Monitors contract terms and obligations to ensure adherence to deadlines, renewals, and performance metrics.

Maintains an organized contract management system for tracking key dates, milestones, and metrics.

Provides guidance and training to internal stakeholders regarding contract requirements and processes. Follows up to ensure deliverables are on track.

Conducts periodic audits and risk assessments of contractual arrangements.

Identifies potential risks associated with contracts, such as financial liabilities or regulatory non-compliance.

Builds and maintains strong relationships with contractors and other stakeholders to foster collaboration and ensure smooth contract execution.

Troubleshoots any contract issues and helps to find solutions to issues.

May assist with contract related requests for State and regulatory audits.

Assists the Executive Director with special projects as requested.

Travels between sites.

Qualifications

Bachelors degree in business administration or master’s degree preferred.

3 years managing and/or negotiating contracts for health care organizations including with third party payers.

Candidates must be able to use e-mail, compose documents, save and locate documents electronically, and learn to use our Electronic Health Record (EHR) system. Proficiency in Word and other MS Office applications preferred.

Must pass state-required background and DMV checks; possess a valid OR driver's license and a satisfactory driving record. Candidate must be able to work independently and flexibly, under general supervision.
